ZMS ACQUISITION

The Revenue Management division of Bigen Africa is the result of a merger between the financial consulting division of Bigen Africa and ZMS Management Solutions, a company specialising in credit control and debt collection. Bigen Africa has adopted a holistic approach to revenue management. Our revenue enhancement value chain and related functions set out a sequential flow of key elements and interdependencies to assist Municipalities to effectively and sustainably manage revenue with which to develop infrastructure and deliver services.

The core of the debt collection and credit management services lies in a unique software program, the ZMS Toolkit. This software product is fully owned by Bigen Africa and is continuously being upgraded in-house.

Bigen Africa provides Municipalities with a long term sustainable solution developed and implemented within agreed time frames. This includes creating in-house capacity for Municipalities to effectively continue implementing and monitoring their revenue management processes.

THE BIGEN VALUE PROPOSITION

Our approach is based on working as a team with municipal staff, with mutual goals. Our signature service centres on the following principles:

  • A joint effort in working with municipalities to create one team with one message.
  • Strategy development with the municipality to design a custom-made revenue-management and debtcollection strategy that includes data purification and several other functions.
  • A dedicated system installed (as required by the Systems Act), with municipal staff trained by Bigen Africa team to implement and use the system. 
  • Transparent planning through regular meetings by a steering committee (consisting of municipal, council and Bigen Africa representatives) and joint decisionmaking on debt collection and credit control, thus instilling a habit of regular payment in the community.

HOLISTIC APPROACH

Bigen Africa believes that debt collection on its own does not provide a long-term and sustainable solution. We follow a holistic approach that focuses on all elements that can influence revenue management in the local government environment. Our revenue management value chain addresses several functions and processes that have a direct impact on revenue management as well as on training and capacity building:

Numerous revenue management assessments of municipalities by our revenue management team have found that many municipalities regard their revenue management as adequate, but that efforts to improve the situation are often isolated and sporadic. To address this, a holistic approach to revenue management must be adopted. Our revenue-enhancement value chain sets out a sequential flow of key elements and interdependencies to assist municipalities to effectively manage revenue.

SERVICES

Bigen Africa provides a unique solution to the growing debt problem experienced by many municipalities. We break away from the typical debt collection model where an amount of old debt is handed over to the debt collector and the municipality is left with growing debt in the 30, 60 and 90 days categories. The ZMS model is based upon a cooperation agreement with the municipality. The ZMS Toolkit is installed at the municipality and extracts data with regards to the debtors in arrears on a regular basis to coincide with the billing run. A daily exchange of data takes place between the ZMS Toolkit and the municipal financial system to keep both systems in sync.

Bigen Africa/ZMS provides resources to work inside the municipality with the municipal staff and together the process of credit control and debt collection is tackled. The ZMS Toolkit controls the processes electronically by using world renowned imaging and workflow software. This ensures timeous actions as well as full control of all processes.

Reporting is also available which enables management to know exactly what is happening in the system. This provides the necessary data to make informed decisions and gives true meaning to the words: Credit Management

MUNICIPAL ASSISTANCE

Bigen Africa assists municipalities to develop and action procedures and processes that create a mutually beneficial payment culture which improves the regular payment of municipal accounts and includes, amongst others, the following:

  • Municipal policies, by-laws and legislative framework reviews and updates; Consumer data reviews and assistance with data integrity;
  • Indigent management and surveys;
  • Billing process review;
  • Receipt management;
  • Credit control, including electricity cuts and water restrictions;
  • Debt collection, including the complete legal process;
  • Cash flow and budget evaluations; Customer-care programmes;

OUR SYSTEM - THE ZMS TOOLKIT

This unique, comprehensive and advanced revenue management system has been developed specifically for municipalities in South Africa.

The processes include:

  • Reminders by telephone, SMS and/or letter;
  • Electricity cuts and water restrictions
  • Legal processes - final demands, summonses, judgements, warrant of execution and sale in execution;
  • Indigent management;
  • Account query management as required by Section 95  of the Municipal Systems Act, 2000; and
  • Electronic storage and retrieval of consumer servicelevel agreements

The system utilises imaging and workflow software with electronic documentation storage and immediate retrieval capabilities. The system also provides full “dashboard” control with snapshot information and a full range of management information reports.
